Why hire in Singapore
Singapore is the APAC regional headquarters market: English-language, politically stable, with concentrated fintech, enterprise software and regional commercial leadership talent, and full overlap with India, Australia and Greater China.
Employment law is comparatively light-touch, but CPF contribution rules are precise and vary by residency status and age, and work passes for foreign nationals carry quota and qualifying-salary conditions. An EOR partner administers CPF correctly and coordinates pass eligibility before an offer is made.
Regional leadership talent
APAC sales, finance and product leadership concentrated in one English-speaking market.
No local incorporation
Skip ACRA registration, a resident director requirement and CPF employer setup.
CPF handled correctly
Contribution rates applied by citizenship status and age band each month.
Work-pass clarity
Employment Pass eligibility and qualifying salary assessed before you commit to a hire.
Regional time-zone hub
Overlaps India, Australia and Greater China within one working day.
Fast onboarding
Local citizens and permanent residents can typically start within a week.
Compliance and statutory requirements in Singapore
Leave and holiday entitlements, social security, termination rules and payroll cadence — the obligations your employment partner carries on your behalf.
Paid leave
Statutory minimum seven days annual leave after one year, rising to fourteen with service; market practice for professionals is 14–20 days.
Public holidays
Eleven gazetted public holidays a year.
CPF contributions
Employer contributions up to 17% of ordinary wages for citizens and permanent residents under 55, subject to the wage ceiling; not payable for foreign pass holders.
Sick and medical leave
Fourteen days outpatient sick leave and up to sixty days hospitalisation leave after six months' service.
Termination rules
Notice per the contract with statutory minimums by length of service; no statutory severance for ordinary dismissal, though retrenchment benefits are customary.
Payroll cycle
Monthly, payable within seven days of the period end, with itemised payslips and IR8A annual income reporting.
Cost of employment in Singapore
Salary is only part of the number. These are the components that make up fully loaded cost, all modelled in SGD before you extend an offer.
Gross salary
Quoted monthly; annual wage supplement (13th month) is customary in many sectors but not statutory.
Employer CPF
Up to 17% for citizens and PRs under 55, tapering with age and capped by the ordinary wage ceiling.
Skills Development Levy
A small monthly levy per employee, capped at a low ceiling.
Work-pass costs
Employment Pass application and levy costs where the hire is a foreign national.
Insurance and benefits
Private medical cover is customary for professional roles; work injury compensation insurance is required.
EOR and platform fee
Per-employee partner fee plus the TalentStores orchestration fee, quoted separately.
How TalentStores and the partner network deliver it
TalentStores is not the employer of record. We are the orchestration layer that selects, contracts and manages the licensed employment partner in Singapore — and gives you one system of record across every country you hire in.
Partner matched, not assumed
We match your role and headcount to vetted employment partners licensed in Singapore, and show you the fee, coverage and service levels side by side before you commit.
One contract, one platform
You contract with TalentStores. Partner agreements, employment contracts and amendments are generated, signed and stored against the employee record.
Cost modelled before offer
Statutory contributions, mandatory benefits, accruals and partner fees are calculated up front, so the offer you approve is the cost you actually carry.
Onboarding orchestrated
Document collection, background checks, registrations and start-date readiness run as a tracked workflow instead of an email thread.
Payroll and settlement in one bill
Every partner invoice flows through the commercial engine, reconciled per employee and settled on a single consolidated bill.
Compliance monitored continuously
Statutory changes in Singapore are pushed by the partner network and reflected in your cost model and contracts, not discovered at audit.
EOR in Singapore: frequently asked questions
Do foreign employees in Singapore need CPF contributions?
No. CPF applies to citizens and permanent residents. Foreign pass holders are outside CPF, which materially changes the employer cost depending on who you hire.
Can an EOR sponsor an Employment Pass?
A licensed partner can apply for a pass where the role and salary meet the qualifying criteria, but approval is at the Ministry of Manpower's discretion. We assess eligibility before an offer is extended.
What is the employer cost above salary in Singapore?
Up to about 17% for citizens and PRs through CPF, plus the Skills Development Levy and insurance. For foreign pass holders, statutory cost is much lower but pass and levy costs apply.
How fast can someone start in Singapore?
Three to seven business days for citizens and permanent residents. Foreign hires depend on pass processing, typically three to eight weeks.
Is 13th month pay required in Singapore?
No. The annual wage supplement is customary in many sectors and often expected, but it is contractual rather than statutory — the platform makes clear which convention your offer uses.
